Yeah, thats true, but it's funny how the HKS guru said "Only 650 HP" and Tsuchiya suprisingly said the same thing while thinking the HKS Dude was crazy.

It's actually not a wastegate. HKS didn't integrate a blow-off valve into this setup. The sound of that chattering is caused by the throttle plate closing(when the throttle plate is shut by you taking your foot off of the throttle pedal) and blocking compressed air, which is pushed back into the compressor blades of the turbocharger, since there is no blow-off valve, this is the easiest area that the compressed air finds to escape from. Thus causing the "skipping" sound.
